Concussion Policy
Download PDFPurpose of this Document – Intent and Scope
Jaffari Cycling Club is committed to maintaining the health of its members and believes that a member's health is more important than participating in the sport of cycling. Jaffari Cycling Club recognizes the increased awareness of concussions and their long-term effects and Jaffari Cycling Club therefore enacts this Policy as a tool to help manage concussed and possibly concussed members and preserve the health of its members. This Policy applies to all Jaffari Cycling Club members.
Procedure
During all cycling events sanctioned by Jaffari Cycling Club, participants (which include ride leaders, and other members) will use their best efforts to be aware of incidents that may cause a concussion, such as falls, accidents, collisions, or head trauma, and understand the symptoms that may result, such as nausea, poor concentration, amnesia, fatigue, sensitivity to light or noise, irritability, poor appetite, or decreased memory.
- Identify members or other individuals who have been involved in any of the above incidents and/or exhibit any of the above symptoms.
- Members or other individuals who have been involved in an incident that may cause a concussion, and/or who have visible damage to the helmet, and/or who may exhibit symptoms of a concussion shall be identified and removed from the cycling activity.
- Following the member being removed from the cycling activity, the member's ride leader or other individual in charge of the member (if the member is a minor) or someone familiar to the member should: call an emergency number (if the situation appears serious); notify the member's parent (if the member is a minor) or someone close to the member; have a ride home for the member arranged; reduce external stimulus (noise, other people, etc); remain with the member until he or she can be taken home; and encourage the consultation of a physician.
Return to Cycling
A member who has been concussed should return as directed by a physician.

Discipline and Complaints Policy
Download PDFPurpose
The JCC is committed to providing an environment in which all JCC Members are treated with respect. Membership in the JCC, as well as participation in its activities, brings many benefits and privileges. At the same time, Members and participants are expected to fulfill certain responsibilities and obligations including, but not limited to, complying with the JCC's policies, bylaws, rules and regulations, and Code of Conduct and Ethics. Since discipline may be applied, the JCC provides Members with the mechanism outlined in this Policy so that complaints are handled fairly, expeditiously, and affordably.
Reporting a Complaint
Any Member may report any complaint to the Jaffari Cycling Club Executive. Such a complaint must be in writing and signed and must be filed within fourteen (14) days of the alleged incident. Complainants wishing to file outside of that period must provide a written statement giving reasons for an exemption; acceptance is at the Club's sole discretion. At the Club's discretion, the Club may act as the complainant and initiate the complaint process itself.
Mediation
Before any complaint proceeds to the formal stage, the dispute may first be referred to the Club's President for review, with the objective of resolving the dispute via mediation.
Case Manager
If mediation does not resolve the dispute or was not initiated, the Club will appoint a Case Manager to oversee management and administration of complaints. The Case Manager determines whether a complaint is frivolous, vexatious, or outside the Policy's jurisdiction (dismissing it if so, non-appealably), determines whether it is a minor or major infraction, appoints a Panel if necessary, coordinates administrative aspects, and provides support to the Panel.
Minor Infractions
Minor infractions are incidents of failing to achieve expected standards of conduct that generally do not result in harm to others, the Club, or the sport of cycling — for example, disrespectful or offensive comments or behavior, outbursts of anger or argument, conduct contrary to Club values, being late for or absent from expected events, or non-compliance with Club policies. These are dealt with informally by the appropriate person in authority (e.g. Ride Leaders/Marshals or the Executive), provided the Respondent is told the nature of the infraction and has an opportunity to respond. Penalties may include a verbal or written reprimand, a verbal or written apology, service or voluntary contribution to the Club, removal of certain membership privileges for a period, suspension from the current activity, or any other appropriate sanction. Minor infractions are recorded by the Secretary, and repeat minor infractions may be considered a major infraction.
Major Infractions
Major infractions are instances of failing to achieve expected standards of conduct that result, or have the potential to result, in harm to others, the Club, or the sport — including repeated minor infractions, hazing, physical abuse, harassment or sexual misconduct, dangerous pranks or jokes, conduct that damages the Club's image or reputation, disregard for Club bylaws or policies, intentionally damaging Club property or improperly handling Club monies, or abusive use of alcohol or drugs. These are handled through a formal hearing procedure: the Case Manager appoints a Discipline Panel (a single Adjudicator, or a Panel of three with a Chair), the Respondent may acknowledge the facts and waive the hearing, and the hearing format (in-person, telephone, documentary review, or a combination) is set by the Case Manager and Panel with appropriate notice, document exchange, and the right to a representative or legal counsel.
Decision and Sanctions
After hearing and/or reviewing the matter, the Panel determines whether an infraction occurred and the sanctions to be imposed, issuing a written decision with reasons within fourteen (14) days of the hearing's conclusion. Sanctions for major infractions may include a verbal or written reprimand, a verbal or written apology, service or voluntary contribution to the Club, expulsion from membership, removal or suspension of membership privileges, suspension from certain or all Club activities for a designated period, payment for property damage repairs, or any other appropriate sanction. Unless the Panel decides otherwise, sanctions begin immediately, and failure to comply results in automatic suspension until compliance occurs.
Suspension Pending a Hearing & Criminal Convictions
The Club may suspend a Member pending completion of any criminal matter or a hearing and decision of the Panel where the alleged incident is sufficiently serious. A Member's conviction for a Criminal Code offense may be deemed a major infraction resulting in expulsion and/or removal from Club competitions, programs, activities and events, including but not limited to child pornography offences, sexual offences, offences of physical or psychological violence, assault, or drug trafficking offences.
Confidentiality and Records
The discipline and complaints process is confidential and involves only the Parties, the Case Manager, the Panel, and any independent advisors. Minor and major infractions that result in discipline shall be recorded and maintained by the Club. Cycling Canada and other provincial cycling associations may be advised of decisions, and decisions that are matters of public interest may be publicly available as determined by the Club.

In addition to resignation for failure to pay dues, a Member may be suspended or expelled, or have other membership restrictions or sanctions imposed, in accordance with the Club's discipline policies and procedures. A Member shall be given at least fifteen (15) days' notice, with reasons, for a proposed disciplinary action or termination, and an opportunity to be heard, orally or in writing, not less than five (5) days before it becomes effective.
Good Standing
A member may, at the Executive's discretion, be deemed not in good standing for failing to comply with the Club's Articles, By-laws, policies, or rules. A member is non-discretionarily deemed not in good standing if they have ceased to be a Member, or have been suspended or expelled or had other restrictions imposed. Members who cease to be in good standing are not entitled to vote at meetings (including the AGM) and lose all other privileges until the Board is satisfied they are back in good standing; such a member may not be a Director.

Risk Management Policy
Download PDFPurpose
Cycling can be a dangerous activity. The Jaffari Cycling Club (JCC) has developed this Risk Management Plan to document how JCC rides are to be managed to reduce risks associated with cycling activities. These policies are to be practiced by JCC members, and any permitted visiting riders as permitted by Ontario Cycling Association rules, during every JCC ride. All JCC members, and any permitted visiting riders, share the responsibility for making JCC rides as safe as possible. Each JCC member shall receive a copy of this Plan, also available on the JCC website.
JCC Incorporation, Insurance and OC Membership
JCC is a registered not-for-profit corporation in the Province of Ontario. JCC annually registers with Ontario Cycling (OC), obtaining General Liability Insurance coverage for sanctioned activities and events. Membership with JCC is conditional upon all members purchasing an OC membership for that cycling season, which provides individual General Liability Insurance and Sport Accident Medical Benefits coverage while participating in sanctioned activities (secondary to Provincial Health Care and any existing benefit coverage). Additional Personal Sport Accident Medical Benefits coverage (Personal Training or Anytime-on-Bike) is available for purchase but does not cover liability. The JCC must receive notice from the OCA of signed insurance waivers before membership is assigned.
Standard of Care
This Plan and all JCC programs and rides adhere to UCI, CCA, and OCA rules and regulations, and the Ontario Highway Traffic Act — all JCC members must obey the rules of the road while on JCC rides. When riding on gravel or mountain-bike trails, riders must respect private property boundaries, observe trail closures, and follow posted trail rules.
General
All JCC members are responsible for bringing forward safety issues to the Board/Executive. Any member on a ride should immediately advise the ride leader if the group is riding unsafely, and withdraw if they feel unsafe; riders who ride unsafely are subject to warnings and possible riding restrictions or removal. All ride participants must provide proof of JCC and OCA (minimum Community) membership if requested by the ride leader; ineligible riders who insist on participating are advised they are not covered by JCC/OCA insurance and are responsible for their own actions. JCC may allow one "try it before you buy it" day for non-members; casual non-member riders otherwise encountered will not be permitted to join. Each participant retains liability for their own actions.
Ride Leaders
A ride leader is appointed by the JCC Ride Coordinator for each ride and identifies themself to the group, may describe the route and give a safety tip, and has the final decision on all ride matters, which must be respected by all participants. Ride leaders carry cell phones for emergencies; riders should immediately call 911 in an emergency.
Rides
JCC road rides use lesser-travelled roads where possible, will not run and will be cancelled if lightning is present or sighted, and large groups are encouraged to break into smaller groups of 6–12, spaced at least 100 metres apart. Riders must not be left behind unless they confirm detaching from the group with the ride leader; riders continually lagging will be encouraged to ride with a more suitably paced group. Members are responsible for ensuring their bicycle is in good working order. Bicycle helmets are mandatory for all rides; gloves and eyewear are strongly recommended, and appropriate protective clothing and insect repellent for trail riding. Front and rear lights are required for any ride within a half hour of sunset or extending into darkness. All riders must be courteous to other trail users, ensure they are sufficiently fit, bring sufficient liquids, food, appropriate clothing, and tools/spare tubes, and must not ride under the influence of any impairing substance. Any accident on a ride must be immediately reported to a Board/Executive member for OCA reporting.
Skills Development
Members are required to read and follow the JCC Road Bike and Mountain Bike Etiquette Policies and Procedures, and JCC encourages all riders to be comfortable and proficient with group riding before participating in any road, gravel, or mountain bike ride. JCC may periodically hold skills development programs and may request riders complete one before attending or continuing regular rides. New or novice members are encouraged to participate in Recreational/Introductory group rides before more challenging or technically advanced rides.

Screening Policy
Download PDFPreamble
The Club understands that screening personnel and volunteers is a vital part of providing a safe sporting environment and has become a common practice among sport Clubs that provide programs and services to the community.
Application of this Policy
This Policy applies to all individuals whose position with the Club is one of trust or authority relating to, at minimum, finances, supervision, young people, or people with a disability. The Club determines which individuals require screening using three risk levels: Level 1 – Low Risk (e.g. parents, youth, or volunteers helping informally); Level 2 – Medium Risk (e.g. assistant coaches, volunteers, athlete support personnel, supervised coaches); and Level 3 – High Risk (e.g. full-time coaches, coaches who travel with or could be alone with athletes).
Policy
Level 1 individuals complete a Screening Disclosure Form and an Application Form, participate in orientation, and provide additional documentation as required. Level 2 individuals additionally provide a Criminal Record Check (CRC) and, if requested, a driver's abstract. Level 3 individuals provide both a CRC and a Vulnerable Sector Verification (VSV), a driver's abstract if requested, and references as requested. Failure to complete required screening results in ineligibility for the position. Individuals who are subsequently convicted of, or found guilty of, an offense must report this immediately; anyone providing falsified or misleading information is immediately removed and may face further discipline.
Screening Committee
Implementation of this policy is the responsibility of a Screening Committee of three members appointed by the Chairman, possessing the skills to assess CRCs, VSVs, and Disclosure Forms and render decisions independent of the Board, consulting independent experts as needed.
Obtaining a CRC or VSV
A CRC may be obtained online through the Club's third-party provider Sterling Talent Solutions, or at a local police station. A VSV can only be obtained by visiting a police station or RCMP office with two pieces of government-issued ID (one with photo). Fees are the applicant's responsibility, and fingerprinting may be required for a positive match.
Procedure
Individuals must generally submit a Criminal Record Check and a Screening Disclosure Form every three years, and a Vulnerable Sector Verification once, unless the Screening Committee modifies requirements case-by-case. Materials are submitted in an envelope marked "Confidential" to Jaffari Cycling Club, Attention: Human Resources – Screening, 38 Sir Stevens Drive, Vaughan, ON, L6A 0H9. After review, the Committee decides the individual has passed, has passed with conditions, has not passed, or that more information is required.
Conditions, Records and Criminal Convictions
The Committee may impose and monitor conditions for incidents that don't rise to the level of a defined offense or conviction. All records — VSVs, CRCs (3 years), Disclosure Forms (3 years), conditions, and discipline records — are kept confidential and disclosed only as required by law or in legal/disciplinary proceedings. A conviction for offenses including violence, assault, drug trafficking, child pornography, sexual offenses, or theft/fraud may result in expulsion and/or removal from designated positions, at the Club's sole discretion.

How JCC Rides Work
Register on the JCC app and choose the appropriate speed group (red, blue, orange); the app shows the Strava route URL, downloadable to your head unit via Strava. Arrive on time and prepared. Rides start from one of five locations: Richmond Green High School (Richmond Hill), Whitchurch-Highlands Public School (Stouffville), Port Credit GO Station Parking Lot P1 (Mississauga), King Christian School (East Gwillimbury), or Walnut Grove Public School (Brampton). On-site rides are cancelled 1.5 hours before start if necessary due to lack of riders/leaders or weather; off-site (special) rides are cancelled by 11pm the evening before via the JCC app or WhatsApp group.
Ride Cancellation
Rides are cancelled for: rain at the start time; a forecast of 70% POP or more of rain or lightning at ride time; winds of 50 kph or more at ride time; fewer than two riders registered including a Ride Leader; or no appropriate Ride Leader available.
Formation Riding
The basic ride formation is "Tight and to the Right." As a disciplined club we ride two abreast or in a double paceline — an internationally recognized formation that reduces the line's length so vehicles can pass more safely, at off-peak hours on the least-travelled roads possible. "Tight and to the Right" positions the two-abreast formation as far right as safely possible, with cyclists 2–3 feet apart laterally and front to back, so the group maintains cohesion and each rider holds their position smoothly without creating gaps or overlaps.
How We Rotate
JCC uses two rotation methods within the "Tight and to the Right" formation, called by the Ride Leader: the Social Paceline (a flexible, negotiated rotation used while warming up or cruising, where the lead right cyclist asks the lead left cyclist to "cover me" and the group gently advances) and the Rotating Paceline (a constant rotation with no static moments, moving through at the same speed, calling "clear" when a passing cyclist is safely ahead). In both, riders must not surge or attack off the front, must not leave gaps in the back of the rotation, may sit out a rotation by dropping back a bike length, and the rotation can run left-to-right or vice versa (JCC generally opts for left-to-right per the HTA's specification to pass on the left).
We ride single file on excessively busy roads or long descents, and otherwise ride two abreast. Echelons (diagonal formations for crosswind shelter) are unacceptable for JCC group riding as they block the lane and are counter to "Tight and to the Right."
Hot Spots
Almost all our routes involve sections — "Hot Spots" — where riders may break from the group and go as fast as they wish; all long climbs are automatically Hot Spots, with regrouping at pre-designated spots. Riders should stay to the right and not scatter when the group breaks apart. Hot Spots share three qualities: a very quiet section of road, no traffic lights or stop signs, and a safe regrouping location at the end. Going hard is optional; the group waits for slower riders at the regrouping spot, and regrouping never obstructs traffic.
Descending
On descents generating speeds over 55–60 km/h, the group moves into single file, rides 1–2 metres from the right edge, opens gaps of at least two metres between riders, sends the fastest riders down first to minimize passing, and always passes on the left, never the right.
Communication
Communication is critical throughout a group ride, from choosing a group and pace, to calling out formation, rotation, and pace, to riders at the front calling out road hazards and traffic, and riders at the back calling out cars approaching from behind. Never assume everyone knows a car is approaching or the group is turning — everything that can affect the group needs to be called out. If you see someone riding inappropriately, say something politely; we all own the ride equally and share responsibility for correcting unsafe habits before it's too late.
Emergency Stops
When an emergency vehicle approaches with lights and siren, we are required under the HTA to pull over and stop, regardless of direction. Act fast but safely: shout to the group to pull over. In a two-abreast group, the Ride Leader calls "EMERGENCY STOP, GROUP STOPPING NOW," "RIGHT LINE STOP FIRST," then "LEFT LINE PASS AND STOP." The right line brakes and pulls over to a complete stop, clear of intersections; the left line completely passes the right line before slowing to a stop, also clear of intersections.
Other Guidance
- Ride smooth and steady all the time; no sudden or abrupt movements or over-reactions to potholes, etc.
- Don't surge when it's your turn to pull or leave gaps in the rotation, and never overlap wheels.
- When following a wheel, be offset 3-4 inches so a sudden stop doesn't cause a collision.
- On short descents at the front, pedal to keep the pace up for riders drafting behind you.
- On rolling terrain, climb slightly easier and descend harder in a Social Paceline to keep the group together.
- Pick a group realistically — it's better to be comfortable than maxed out.
- Group rides are not races; only in Hot Spots is it okay to try to drop your friends.
- If you see a ride foul, say something politely — we are all responsible for ride quality.
- If you get a flat, shout out right away so the group knows to stop and help.
- Do not yell obscenities or argue with motorists or police; let the Ride Leader do any talking, and feel free to video a dangerous exchange. Riding with the Club and wearing our jersey makes you an ambassador for the Club and for cyclists generally.
- Say "On your left" when passing, and pass only on the left.
- Use hand signals for turning and slowing, and to point out potholes, road kill, or other hazards.
- Use verbal signals such as "Car back," "Slowing," "Clear," "Tracks," "Road kill," "Holes," etc.
- Obey the rules of the road — stop at stop signs and traffic lights.
- Be mindful about spitting or blowing your nose while riding in formation; please avoid.

Mountain Biking Etiquette
Download PDFStart with Dua/Prayer
Before starting out we will recite a short prayer. Mountain biking is an exhilarating way to connect with nature. To ensure a safe and enjoyable experience for everyone, it's important to follow proper trail etiquette. Begin each ride with a short dua (prayer), and keep the following procedures in mind:
- Arrive on time and prepared with proper helmet, shoes, bug spray (if required) and other safety gear. Ensure your bike is tuned and ready the night before.
- Yield to pedestrians at all times. When approaching hikers, slow down, announce your presence and the number of riders behind you, and pass with care. Cyclists descending should always yield to those climbing uphill.
- Stay on designated trails and follow your ride captain. Ride only on marked mountain bike trails. Avoid creating shortcuts or modifying the trail, as this can lead to environmental degradation and conflicts with land managers.
- Leave no trace and carry out all trash, including energy bar wrappers and water bottles.
- Stay in control and put safety first. Maintain a speed that allows you to react to unexpected obstacles or other trail users. Inattention, even for a moment, can put you and others at risk.
- Ride within your ability. The trails are designed for all skill levels from beginner to expert with options ranging from green (easy) and blue (intermediate) to black diamond (advanced) and double black diamond (expert). Trails may include a variety of features such as sandy sections, smooth dirt, structures, logs, jumps, crushed gravel, hills, open fields, twisty paths, and tree roots. Only attempt features you feel confident riding. If you're not comfortable with a feature, it's perfectly okay to avoid it even if that means walking your bike through certain sections.
- Announce your presence. When approaching others, especially from behind, signal your presence with a friendly greeting or bell. This is particularly important near blind corners to prevent surprises.
- Respect wildlife and the environment. Avoid disturbing animals, plants and the natural environment in general.
- During larger group rides, use the tag system to ensure no one gets lost. The last rider in each subgroup should wait at trail intersections to guide the next group. If you become separated or lost, contact your ride captain and move to a visible or easily accessible location so you can be found more quickly.
- Be prepared by carrying necessary supplies, including water, tools, bug spray and first-aid/tick kits. Ensure your equipment is in good repair and appropriate for the trail conditions.
- Always respect trail closures and private property boundaries. Stay off closed trails and do not trespass.

Weather Policy
Download PDFOur Ride Leaders do their best to announce ride cancellations via the App and the Ride Board two (2) hours before the ride start.
Please be aware that club rides will be cancelled as an insured and sanctioned ride due to any of the following:
- It is raining at the start of the ride.
- There is a forecast of 70% POP or more of rain or lightning/thunderstorms.
- Extremely high winds or gusts (40km/h+) on the day of the ride.
- The temperature (humidex value) is above 40°C.
Club rides are on 'Weather Watch' if: the POP is 50% or higher; winds are above 30km/h; or the temperature (humidex value) is above 35°C.
A cancelled ride does not mean you cannot ride, it just means that we do not recommend you ride and that Ride Leaders will not be credited or attending in that capacity. For safety reasons we cannot sanction it.
Air Quality Policy
Air Quality is to be monitored along with all weather. Poor Air Quality falls under "Weather Watch" in the same way as precipitation, thunder and lightning. We rely on the Air Quality Health Index (AQHI) published by Environment Canada.
AQHI Ride Status: 1–3 Ride on! · 4–6 "Weather Watch" · 7+ Ride Cancelled.
Rides will be updated on the Cycle Club App, and on the Ride Board. Air Quality can change quickly, so always check the status of your ride before heading out. If public health authorities make specific recommendations with respect to Air Quality including the cancellation of outdoor events and activities, JCC will follow such guidance. We encourage all participants to monitor the air quality and make the choice to ride based on personal comfort.
Lightning and Extreme Weather Policy
The Ride Leaders will monitor weather conditions regularly before rides. Club rides will not begin during conditions of thunder and lightning, excessively high winds or in the unlikely event of a possible tornado. If lightning or thunder occur during a ride, the ride will be stopped and the ride no longer sanctioned. Riders should immediately seek shelter (a sturdy building with metal plumbing or wiring to ground it — a shed or shack is not a safe shelter; if no shelter is available, stay low, away from tall or individual trees, lone objects, metal objects, standing pools of water, and open fields, maintaining a distance of 15–20 feet from others). The ride will not be considered sanctioned again until 30 minutes have passed since the last occurrence of lightning or thunder. The Ride Leader(s), in consultation with participants, may choose to wait safely and restart a sanctioned ride, otherwise the ride is considered over and participants may make their way home safely.

Our refund and returns policy lasts 30 days. If 30 days have passed since your purchase, we can’t offer you a full refund or exchange.
To be eligible for a refund, you must have a valid reason for refund. Reasons include injury where recovery will take more than 6 weeks and the likelihood of the season ending before full recovery is made is significant. Other reasons may include change in work where attendance in club rides will be difficult or impossible. Dinner tickets are refundable within 24 hours of purchase only.
The Club rarely sells merchandise directly. In case of merchandise, if the item is specially ordered, there will be no refund or return possible. If it is an item that the Club has decided to stock for continuous sale then it will fall under the 30 day policy as long as it is being returned in unopened and/or unused condition.
Further, the Club will not offer refunds or returns on the following:
- Gift cards
- Downloadable software products
- Some health and personal care items
To complete your return, we require a receipt or proof of purchase. Please do not send your purchase back to the manufacturer.
Refunds
Once your return is received and inspected, we will send you an email to notify you that we have received your returned item. We will also notify you of the approval or rejection of your refund.
If you are approved, then your refund will be processed, and a credit will automatically be applied to your credit card or original method of payment, within a certain amount of days.
Late or missing refunds
If you haven’t received a refund yet, first check your bank account again. Then contact your credit card company — it may take some time before your refund is officially posted. Next contact your bank, as there is often some processing time before a refund is posted. If you’ve done all of this and you still have not received your refund yet, please contact us at jaffaricycling@gmail.com.
Sale items
Only regular priced items may be refunded. Sale items cannot be returned or refunded.
Exchanges
We only replace items if they are defective or damaged. If you need to exchange it for the same item, send us an email at jaffaricycling@gmail.com and send your item to the address we provide.
Gifts
If the item was marked as a gift when purchased and shipped directly to you, you’ll receive a gift credit for the value of your return. Once the returned item is received, a gift certificate will be mailed to you.
If the item wasn’t marked as a gift when purchased, or the gift giver had the order shipped to themselves to give to you later, we will send a refund to the gift giver and they will find out about your return.
Shipping Returns
To return your product, you should mail your product to a Director in charge of merchandise. Please inquire.
You will be responsible for paying for your own shipping costs for returning your item. Shipping costs are non-refundable. If you receive a refund, the cost of return shipping will be deducted from your refund. Depending on where you live, the time it may take for your exchanged product to reach you may vary.
If you are returning more expensive items, you may consider using a trackable shipping service or purchasing shipping insurance. We don’t guarantee that we will receive your returned item.
